Part-time employment / leave of absence
Part-time employment and leave of absence can be applied for either to care for children or relatives in need of care in accordance with Section 64 LBG or without preconditions in accordance with Sections 63 and 70 LBG. Part-time employment and leave of absence are only granted to civil servants upon application. This must not conflict with official interests.
In the case of part-time employment, the working hours can be reduced to half of the regular working hours. During a leave of absence for family reasons or during parental leave, half-time part-time employment is also possible in accordance with Section 64 LBG.
Leave in accordance with Section 64 (1) LBG NRW may not exceed 15 years, even in conjunction with leave in accordance with Section 70 (1) LBG NRW.
Part-time employment in accordance with Sections 63 and 64 LBG NRW does not affect advancement in the steps of the basic salary. The period of service spent in part-time employment is pensionable in proportion to the full-time employment.
Part-time employment in accordance with Sections 63 and 64 LBG LBG NRW does not have any consequences under career law, nor does it affect the possibility of attending further training courses. It also does not prevent applicants from applying for promotion positions.
Periods of leave of absence without pay in accordance with Sections 64 and 70 LBG NRW generally lead to a delay in advancement of experience levels. Exceptions are regulated in § 30 Paragraph 2 LBesG NRW. According to this, the following periods in particular do not delay advancement in the experience levels:
a) periods of childcare up to three years for each child,
b) periods of actual care of close relatives in need of care according to a medical opinion up to three years for each close relative,
c) periods of care in corresponding application of the Caregiver Leave Act and
d) periods of leave without pay if the highest service authority or the body designated by it has recognised in writing that the leave serves official interests or public interests.
